DIPLOMA IN OFFICIAL STATISTICS
Synopsis
The training program will target those in the line ministries, NGOs, CSO and any Organization dealing with statistics. The main object of the program is to train people in the use of official statistics so that there is standardization of official statistics in the country and the region.
The program will be in three phases, namely Basic, Intermediate and Higher levels. At the end of Intermediate level successfull candidates will be issued with a certificate while those who will be awarded a Diploma.
The certificate and Diploma will be issued by Temple Institute of Management Science and Technology. The minimum entry requirement for the candidates will be a GCE certificate with a credit in mathematics and English and two years working experience in statistics or full grade twelve school certificate or its equivalence.
The program is in three phases as Basic, Intermediate and Higher levels.
Basic Level: This level has two modules:
(a) The Statistical System
(b) Handling Data
Intermediate Level
The Intermediate level has five modules, namely a) Collecting Data, b) Organizing Data, c) Analyzing data, d) Presenting Statistical Results and e) Basic Demography and Epidemiology.
Higher Level
The Higher Level includes eight modules namely a) Using Probability Ideas in Dealing with Data, b)Understanding Basic Statistical Concepts, c) Introducing Time Series Concepts, d)Economic Concepts and Principles for Statisticians e)Index Numbers And Economic Statistics, f)Sampling Concepts in Survey Work g)Surveys, and h)Statistical Modeling
Overall Objective:
At the end of the Training programme the candidate should be able to understand and appreciate the National Statistical System of your country.
RELEVANCE OF THE ACTION
The purpose of the programme is to equip users of Statistics in Government Ministries and those in private sectors with statistical tools relevant for operating successfully in a given set-up.
Managers at all levels, make many decisions every day. Some decisions are routine and require little thought. Many, however, are more complex and depend on numbers to suggest and justify subsequent courses of action.
For this reason, this programme is an essential preparation for a role in modern society. Some of the areas where statistics plays critical roles are:
- All line ministries need statistics for decision making and policy formulations. For example, there should up to date statistics on crime, road accidents, etc that would assist policy formulations, hence understanding of statistical principles is critical.
- Agriculture:
- Education
- Parastatals
- Production organizations
- Manufacturing companies
- Insurance companies
We believe that good data contain information and, when carefully interpreted, increase knowledge. We believe that the use of statistical methods when coupled with good organizational practice, can be a key to good management and effective leadership in all government and business settings.
Hence, throughout our programme we cast statistical methods as useful tools for generating summarizing and analyzing numerical information with the goal of helping managers make decisions that will improve processes and economic value to the organization.
We have seen that published results of political, economic and social surveys as well as government emphasis on drug and product testing provide vivid evidence of the need to be able to evaluate data sets intelligently.
We want our managers of statistics to develop a discerning thought that will enable them to evaluate numerical data. They may be called upon to use this ability to make intelligent decisions, inferences and generalizations.
It is our hope that once the programme has been effectively implemented, it will achieve the following:
* Develop and maintain the national Human Resource required attending to National statistics.
* Improve Human resource for organization and administrative systems.
* Improve financial management and data management systems.
* Policy formulations in the country will be evidence based with proper analysis of data available
The vision of the Government is to achieve full participation of both women and men in the development process to ensure sustainable development and the attainment of equality and equity between the sexes.
Hence this programme if well managed will be transforming the nation into a knowledge-based in statistics.
Eligibility:
Any candidate with five (5) -O levels that includes Mathematics and English with any three subjects or its equivalent
Mode of Assessment:
Students will be assessed by use of:
- Written essays /Assignments -50%
- Project work –Written work 30%, presentation 20% ( presentation will be assessed by three examiners to be appointed by the institute)
Award of Certificate
A candidate who satisfy the Board of examiners in all the examinations and other course requirement shall, on the recommendation of the Board of Examiners be awarded the Diploma in Disaster Man
